Case Study: A Lifeline for the Community: Engineering Precision for Veteran Care

Context & Services

For our client, Lyman Davidson Dooley, the 60,628 SF VA Community Based Outpatient Clinic in Zebulon, GA, represented more than just a medical building. It was a critical expansion of veteran services for a 10-county region. We served as the innovative partner for civil engineering and infrastructure planning, managing everything from initial entitlement assistance and rezoning to complex Civil Construction Design Plans. Our team navigated the specific intricacies of healthcare development, including FGI compliance, Georgia HFRD licensing, and the high-stakes risk of utility as-built errors.

The Unique Solution

Healthcare infrastructure demands a shift from a transactional mindset to a deep advocacy for the end-user. To address the critical need for emergency responsiveness, we went beyond standard site design by coordinating directly with GDOT to implement real-time traffic signal control. This ensures that ambulatory services can navigate the Highway 19 corridor with maximum safety and speed.

We managed a sanitary sewer extension and designed precision ADA routes with strict grading to ensure every veteran, regardless of mobility, has a seamless path to care. By addressing these technical hurdles, we delivered a facility designed for a 50-year lifespan that evolves alongside medical technology.

Success & Impact

The result is a state-of-the-art healthcare facility that serves over 78,000 veterans closer to home. We successfully navigated the 100% inspection mandate for occupancy, transforming 11 acres of agricultural land into a vital community asset that balances technical excellence with human relief.
